Zoning and Planning Commission — This is where also zoning changes originate. Unlike the BSC and the Zoning Board of Adjustment, the ZPC is quite political because Texas law makes members responsible for determining the “highest and best use” of West U property. In layman’s terms, they start the process for zoning changes that can expand the allowable uses and development rights of West University Place real estate. Yet unlike the ZBA, the ZPC’s changes are subject to the approval of City Council. The ZPC also approves plats and replats of real estate. This is an ideal spot for people who have a strong vision for the city and the direction its planning is taking — such as a concern about the increased commercialization of West U, or by contrast, the dearth of commercialization in our city. ���������������������������������������������� seven members and meets at 6:15 p.m. the second Thursday of each month. Zoning Board of Adjustment — The ZBA is a statutory requirement in Home Rule cities like West U. While it is a volunteer board appointed by the City Council, its actions are not subject to council review. The board is a quasi-judicial body that hears appeals from administrative decisions, grants variances and interprets the intent of the zoning ordinance. Additionally, the West U ZBA is uncharacteristically powerful because it is empowered to grant special exceptions to the zoning laws, such as the power to approve drive-thru banks and restaurants and to allow THE ZONING BOARD OF ADJUSTMENT C
